The Seventh Framework Programme (FP7) will contribute to the development of the economy and a society based on knowledge, and is therefore crucial in ensuring Europe's competitiveness and attractiveness to researchers, says François Biltgen, Luxembourg's Research Minister.
Speaking at the Competitiveness Council on 7 March, Mr Biltgen explained that the Luxembourg Presidency had organised a series of events in order to smooth the decision-taking process on the future of European research.
'To kick-off well the discussion within the Council, the Luxembourg Presidency will invite the research ministers for an informal dinner the night before the next Competitiveness Council, scheduled for 18 April,' explained Mr Biltgen. 'This Competitiveness Council of 18 April will enable Mr Potocnik, EU Commissioner for Science and Research, to present the proposals for the Seventh Framework Programme, and for the Council to have a first exchange of views. The Luxembourg presidency also wishes to have a orientation debate during the Competitiveness Council of 6 and 7 June, as well as to propose conclusions on certain pillars of the Seventh Framework Programme,' he added.
According to the Minister, a key element for bringing about more rigorous economic growth is the knowledge society. This incorporates making research and development (R&D) a leading priority, promoting the use of ICTs (information and communication technologies) and making Europe more attractive to researchers and scientists.
'We have in front of us considerable work to accomplish and the presidency is ready to do the necessary to ensure that our work advances in a partnership and transparent spirit,' concluded Mr Biltgen.
