The Commission has today adopted two separate contributions to the Lahti informal Summit on innovation and energy policy.
These two short papers, prepared under the authority of President Barroso, respond to a request from the Finnish Presidency for contributions to assist in the framing of the debate in Lahti. President of the European Commission, José Manuel Barroso said, “Innovation and energy security are European challenges which require European solutions. The informal Summit in Lahti will define the direction and next steps in the development of European innovation policy and the Commission’s proposals for the external aspects of an energy policy for Europe. Both papers underline the strengthened role that Europe can play when it has a set of common objectives and speaks with a single voice.”
The concept paper on external energy relations focuses on the external aspects of the energy agenda. It highlights the need for member states to have a common understanding on the proposed approach on the principles for a future energy partnership with Russia, to be considered in the framework of the post Partnership and Co-operation Agreement. The paper also underlines the need to build up relations with strategically important neighbours of the Union. The paper addresses the issue of preparedness for energy crises and the establishment and implementation of a network of energy correspondents.
The Commission contribution on an innovation-friendly, modern Europe draws on the main recommendations from the communication adopted on 12 September 2006 which set out a 10 point programme for action on innovation at national and European levels. The paper assesses where Europe currently stands and highlights the role of technological innovation to achieve higher productivity and economic growth. The paper briefly outlines the main areas of action which would boost Europe’s innovation capacity.
Both papers seek to stimulate the debate between Heads of State and Government. Innovation policy is expected to be dealt with at the main working session in Lahti. Energy policy is scheduled to be covered during the lunch and dinner sessions.
